Commissioners approve employment agreement for new County Manager and more

Reno, Nev. Oct. 22, 2019. The following report highlights several important agenda items from the Washoe County Board of Commissioners meeting:

Commissioners approved an Employment Agreement for incoming County Manager, Mr. Eric Brown. Commissioners approved the Employment Agreement for Mr. Brown including provisions for salary, benefits, duration and other provisions common to executive employment contracts including those of previous county managers.

Mr. Brown’s Employment Agreement will be effective on November 25, 2019.

On September 30, 2019, the Board of County Commissioners held a Special Meeting which included a public interview process with the top three County Manager candidates. Washoe County Commissioners overturn denial on Silver Hills development project. The Washoe County Planning Commission held a public meeting on August 6, 2019, regarding several amendments to the Washoe County Master Plan, North Valleys Area Plan, made on behalf of the applicant, Lifestyle Homes. The applicant seeks several amendments on approximately 780 acres to create a specific plan that would allow 1,872 dwellings. The development pattern proposed would allow some residential lots as small as 3,700 square feet. The Planning Commission found the amendments to be incompatible with the remainder of the master plan and inconsistent with the surrounding area. The applicant, Lifestyle Homes, has appealed the denial of the Planning Commission to the Washoe County Board of Commissioners. 

After public comment from both those in favor of the development and those opposed to the development, Commissioners deliberated on the information provided including additional self imposed conditions by the developer, and decided to overturn the denial of the Planning Commission. Upon this decision, the proposed amendment to the Washoe County Master Plan, North Valleys Area Plan, will move forward for conformance review with the Regional Plan by the Regional Planning Commission. 

Body cameras expand to include School Police and Alternative Sentencing. During the 80th Nevada Legislature passed Senate Bill 89 (SB 89), which expands the requirement of uniformed peace officers to wear a portable event recording device, or body cameras to school district officers.  Commissioners approved the expansion of the 911 telephone line surcharge to include the purchase and maintenance of body cameras and vehicular event recording devices to include the Washoe County School District Police, as well as the Washoe County Department Of Alternative Sentencing, which encompasses Sober24, Crossroads, drug and specialty Courts.

This expansion will also require the 911 Emergency Response Advisory Committee to provide a review and update to the 5-Year Master Plan to the Board at a future date. 

Reimbursement from FEMA for the January and February 2017 flood events. Commissioners approved funds received from FEMA through the State of Nevada for the January and February 2017 flooding events. The total estimated cost for repairs and recovery for these two events is over $11 million. Upon approval by the Board, the initial funds received from FEMA through the State of Nevada are in the amount of $19,750.51 and will be recognized in the special revenue funds that were responsible for the expense with all remaining reimbursements to be recognized in the Washoe County General Fund Contingency Account.
